女性の声と主体性:気候変動、環境及び災害リスク削減政策とプログラムの文脈における女性の完全かつ平等で効果的な参画と意志決定に向けた好事例

気候変動、環境及び災害リスク削減の政策・プログラムの意思決定過程に女性が主体的に参画し、女性と男性の影響やニーズに配慮した取組を行うことが災害に強い社会の実現には極めて重要です。

我が国では、災害リスク削減に関するあらゆる政策の意思決定過程に女性の参画を拡大するために、主に3つの取組を行っています。

まず一つ目は、我が国の防災分野の重要事項を決定する会議における女性の参画拡大です。内閣総理大臣を長とし、我が国の災害対策の重要事項を決める中央防災会議における女性委員を1名から3名に増やし、閣僚を除く委員に占める女性の割合を引き上げました。

二つ目に、ジェンダー平等の実現に向けて国が策定している国内計画においても、災害リスク削減を重要な柱の一つとしておりますが、それだけでなく、防災政策の根幹をなす「防災基本計画」においても、予防から復興に至る災害対応のあらゆる段階において女性の参画を促進することを掲げています。例えば、各地方公共団体の防災施策の意思決定機関である地方防災会議において女性の参画を拡大するよう求めています。

三つ目には、防災を担当する部局と男女共同参画を担当する部局の連携強化です。我が国では、災害発生時に対策本部を設置する際、男女共同参画局長も本部員として、男女共同参画の視点からの災害対応の重要性について発言しています。また、男女共同参画局の職員を現地対策本部に派遣し、男女共同参画の視点に立った避難所対応を行っています。

加えて、男女共同参画局と防災部局の女性職員の有志が「防災女子の会」を結成し、女性の視点から災害対応に必要な取組について議論を行い、防災大臣に提言を行うなどの活動をしています。さらに災害の現場を担う地方公共団体で防災に携わる女性職員とのネットワークを強化し、全国各地で男女共同参画の視点に立った質の高い災害対応が行われるよう取り組んでいます。

今後とも災害リスク削減の政策・プログラムにおける女性の参画拡大の取組を進めてまいります。

Promoting women’s proactive participation and decision-making in the context of climate change, environmental and disaster risk reduction policies, and programs, while giving due consideration to the different needs of men and women, is critical in achieving a disaster- resilient society.

In Japan, there are three major initiatives to increase women’s participation in the decision-making process for all disaster risk reduction, DRR policies.

The first initiative is to expand women’s participation in councils that make important decisions on the DRR policies and programs. The number of female members of the National Disaster Management Council, which is chaired by the Prime Minister and makes decisions on important issues related to DRR measures in Japan, has been increased from one to three, resulting in a raise in the percentage of female members.

The second initiative is to make DRR one of the key pillars in the national plan for a gender-equal society, which was formulated in 2020. In addition, the Basic Disaster Management Plan, which constitutes the core of DRR policy, includes the promotion of women’s participation in all phases of disaster response from prevention to recovery and reconstruction. For example, the plan calls for an increase in the number of female members on the Local Disaster Management Councils, which is the decision-making bodies of local governments for DRR policy.

The third initiative is to establish closer cooperation between the departments in charge of disaster management and those in charge of gender equality. In Japan, when a Disaster Management Headquarters is set up after a large-scale disaster occurs, the Director-General of the Gender Equality Bureau, as a member of the headquarters, expresses opinions about the importance of responding to disaster from the perspective of gender equality. In addition, the Gender Equality Bureau dispatches its personnel to the On-site Disaster Management Headquarters for the purpose of implementing measures at shelters from the perspective of gender equality.

Moreover, female officials of the Gender Equality Bureau and the Disaster Management Bureau formed the Women's Association for Disaster Management to discuss necessary initiatives for disaster response from woman’s perspectives and to make recommendations to the Minister of State for Disaster Management. Further efforts include strengthening its network with female officials of local governments that respond to disasters at affected sites, so that effective measures are taken to cope with disasters nationwide from the perspective of gender equality.

We will continue to promote initiatives for wider participation of women in DRR policies and programs.
