皆さん、こんにちは。女性活躍・男女共同参画担当大臣の三原じゅん子です。

　３月８日は「国際女性の日」。この日には、世界中でジェンダー平等について考える様々な催しが開催されます。

　今から50年前の1975年、国連は、「国際婦人年」に当たるこの年に「国際女性の日」を記念することを始めました。

　日本の男女共同参画・女性活躍施策も、こうした国際的な動きの中で協調して発展してきており、1975年の「国際婦人年」を契機に、内閣府男女共同参画局の前身となる婦人問題担当室が設置され、国内行動計画に基づく各種施策が進められてきました。その後も、例えば、1979年に国連総会で採択された女子差別撤廃条約を批准するための国内法の改正、1995年の北京会議を契機とした男女共同参画社会基本法の制定、男女共同参画会議・男女共同参画局の設置等が行われました。

　本年、「国際女性の日」制定から50年を迎えるに当たり、ジェンダー平等の実現を求めて奮闘してこられた先人の方々の御尽力に心から敬意を表し、感謝を申し上げます。

　さて、現在、政府においては、「女性版骨太の方針2025」、「第6次男女共同参画基本計画」の策定を見据え、
・あらゆる分野の意思決定層における女性の参画拡大
・全ての人が希望に応じて働くことができる環境づくり
・女性に選ばれ、女性が活躍できる地域づくり
・個人の尊厳が守られ、安心・安全が確保される社会の実現
などに一丸となって取り組んでいるところです。

　特に、「女性に選ばれ、女性が活躍できる地域づくり」に向けては、地域ぐるみでジェンダー・ギャップの解消に取り組む連携・協働体制を構築するため、「独立行政法人男女共同参画機構法案」等を今国会に提出します。また、厚生労働省等と連携し、来年３月に期限を迎える女性活躍推進法の延長等を含め、女性の職業生活における活躍の更なる推進に向けて、取組を進めていくこととしています。男女共同参画社会基本法の制定から25年を経過し、女性活躍推進法の制定から10年を迎える本年、日本の男女共同参画・女性活躍の歩みを更に進めるための法整備に全力で取り組んでまいります。

　さらに、「女性に選ばれ、女性が活躍できる地域づくり」に向けて、女性が「働きたい」と思える職場を地域につくるとの発想に立ち、意欲ある女性の起業ムーブメントの創出に取り組んでまいります。現在、「地域で輝く女性起業家サロン」を開催し、女性の起業の促進に必要なサポートや、どうすれば女性が働きたいと思える地域に変えられるかなどについて、意見交換を行っているところであり、こうした知恵を結集し、必要な施策を女性版骨太の方針2025に盛り込むことを目指していきたいと思います。

　そして、国際的な取組としては、本年もG７やＧ20といった国際会議や多国間協議の開催が予定されているほか、４月に開催される大阪・関西万博でも、女性活躍や多様性の実現をテーマとした「ウーマンズ・パビリオン」を出展することとしています。引き続き、我が国の経験や取組を国際社会と共有し、我が国の女性活躍・男女共同参画社会の実現に向けて国際社会と協調しながら、様々な分野の取組を一層強化してまいります。

　最後に、「国際女性の日」を迎えるに当たり、国内外の各地でジェンダー平等の実現に向けて力を尽くしてくださっている皆様に改めて心からの敬意を表します。また、女性活躍・男女共同参画を担当する内閣府特命担当大臣として、全ての人が生きがいを感じられる、多様性が尊重される社会の実現に向けて、決意を新たに取り組んでいくことをお誓いし、「国際女性の日」に寄せる私のメッセージといたします。

Minister’s Message on International Women’s Day 2025

Hello, everyone. I am MIHARA Junko, Minister in charge of Women’s Empowerment and Minister of State for Gender Equality.

March 8th is International Women’s Day. International Women’s Day gives us an opportunity to think about gender equality worldwide, with events taking place in many countries.
　
　50 years ago in 1975, which was International Women’s Year, the United Nations started to celebrate International Women’s Day. Over the years, Japan has developed its policies for gender equality and women’s empowerment under international cooperation and with reference to initiatives in other countries and international organizations. In the International Women’s Year of 1975, we established the office for women’s issues, the predecessor of today’s Gender Equality Bureau of the Cabinet Office, and promoted various measures based on domestic action plans. Subsequently, for example, we amended domestic laws to ratify the Convention on the Elimination of All Forms of Discrimination against Women, which the UN General Assembly adopted in 1979. We also enacted the Basic Act for a Gender-Equal Society following the organization of the World Conference on Women in Beijing in 1995, and we established the Council for Gender Equality and the Gender Equality Bureau.
　This year, as we celebrate the 50th anniversary of the establishment of International Women’s Day, I would like to express my sincerest respect and gratitude to the efforts put in by all of those sharing the goal of gender equality.

Currently, with a view to establishing the Basic Policy on Gender Equality and Empowerment of Women 2025 and the Sixth Basic Plan for Gender Equality, the government is working diligently on topics such as increasing women’s participation in decision-making in all fields, realizing a society in which everyone can be actively involved according to their wishes, creating regions that attract women and women can be actively involved in, and realizing a society that can safeguard individual dignity, as well as safety and peace of mind.
　In particular, to create regions that attract women and women can be actively involved in, we will submit the Incorporated Administrative Agency for Gender Equality Bill and other legislation to build a system of cooperation and collaboration to address gender gaps on a community-wide basis. Additionally, in cooperation with the Ministry of Health, Labour and Welfare and others, we will advance initiatives including extending and revising the Act on the Promotion of Women’s Active Engagement in Professional Life that will cease to be effective next March, to further promote female participation and career advancement in the workplace.
　As this year marks 25 years since the establishment of the Basic Act for Gender Equal Society and 10 years since the establishment of the Act on the Promotion of Female Participation and Career Advancement, we will do our utmost to enact legislation to further advance Japan’s progress toward gender equality and women’s advancement.
　
　Furthermore, aiming to create regions local communities that attract women and women can be actively involved in, we will work on creating an entrepreneurial movement for motivated women based on the concept of creating workplaces in regional areas where women want to work. Currently, we are holding the “Salon for Female Entrepreneurs Who Shine in Local Communities” and exchanging opinions on the necessary support to promote women’s entrepreneurship and how to change the region into places where women want to work. We will bring together the knowledge gained from this and incorporate the necessary measures into the Basic Policy on Gender Equality and Empowerment of Women 2025.
　As for international initiatives, international conferences and multilateral meetings such as the G7 and G20 are scheduled to be held this year, and the “Women’s Pavilion” will be exhibited at the Expo 2025 Osaka, Kansai starting in April. We will share our experiences and initiatives and continue to cooperate with the international community to realize a women-empowering and gender equal society, further strengthening initiatives in various fields.

Finally, on the occasion of this celebration of International Women’s Day, I would like to once again express my sincere respect to all those who are striving to realize gender equality both in Japan and overseas. As the minister in charge of gender equality and women’s empowerment, I would like to conclude my message on this International Women’s Day with my renewed pledge to work with reaffirmed commitment to realizing a society where all people can feel fulfilled in life and where individuality and diversity are respected.
