「ジェンダーの視点からの貧困撲滅、機構強化、資金動員によるジェンダー平等達成と女性・女児のエンパワーメントの加速」
男女共同参画及び女性活躍を担当する大臣の加藤鮎子です。
まず最初に、日本国政府を代表し、議長をはじめ、本会合の開催に向けて献身的な御尽力をされてきた全ての関係者の皆様に心から感謝と敬意を表します。そして、日々たゆまぬ努力をされ、ジェンダー平等及び女性活躍の推進に貢献されておられる市民団体の皆様に深く感謝を表します。
今回の優先テーマにあるように、ジェンダー平等と女性と女児のエンパワーメントを推進するには、ジェンダー視点での適切な資金調達が不可欠です。こうした取組を含めた様々な政策により、女性の経済的自立を後押しする仕組みが必要です。
日本政府では、男女共同参画社会の実現・女性活躍の推進が、すべての人が生きがいを感じられる、個性と多様性が尊重される社会を実現するために極めて重要だと考えています。
男女共同参画社会の実現を阻む構造的要因は複雑に絡み合っており、女性の経済的自立をはじめとする複合的なアプローチを採ることが必要です。日本政府は、毎年６月に男女共同参画・女性活躍に関する各省庁の施策を取りまとめた政策パッケージを策定しています。
昨年６月に取りまとめた「女性版骨太の方針2023」は、
① 「女性活躍と経済成長の好循環の実現に向けた取組の推進」
② 「女性の所得向上・経済的自立に向けた取組の強化」
③ 「女性が尊厳と誇りを持って生きられる社会の実現」
の３つの柱によって構成されています。
この方針に基づき、東京証券取引所の最上位の市場であるプライム市場企業における女性役員比率を2030年までに30％以上とするとの数値目標を設定しました。目標達成のための行動計画の策定を推奨することとしているほか、女性のデジタル分野等成長分野への労働移動やデジタルスキル習得支援など、女性の経済的自立に向けた取組の強化を行っています。さらに、交付金によって女性起業家育成のための自治体の取組を支援するなど、女性の起業促進に向けた支援を行っています。
最後に、この１月に我が国で発生した能登半島地震において、170を超える国・地域及び40以上の国際機関からお見舞いのメッセージ等をいただきましたことに、心より御礼申し上げます。
近年、地震や津波だけでなく、気候変動の影響によって台風や豪雨が頻発化し、自然災害のリスクがますます高まっています。災害に強い社会の実現には、女性が防災の意思決定過程や現場に主体的に参画することが大切です。また、女性と男性が災害から受ける影響やニーズの違いに十分に配慮された災害対応を行っていくことが重要です。このため日本政府では、災害対応の現場を担う自治体の職員向けに「男女共同参画の視点からの防災・復興ガイドライン」を策定し、これに基づく実践を促しています。私自身も被災地を視察し、女性が実際に現場へ参画し、ジェンダーの視点の重要性について発信することが必要であることを改めて実感しました。
あらゆる分野に女性が参画していくことは、ジェンダー平等の達成及びすべての女性と女児のエンパワーメントにとって不可欠です。平等かつ公平な機会を創出できる社会を目指して、引き続き、国際社会との協調の下、取り組んでまいります。

"Accelerating the achievement of gender equality and the empowerment of all women and girls by addressing poverty and strengthening institutions and financing with a gender perspective."
I am KATO Ayuko, Minister in charge of Women's Empowerment and Gender Equality in Japan.
First, on behalf of the Government of Japan, I would like to express my heartfelt gratitude and respect to the Chair and all those who devoted themselves to CSW68. I would also like to express my deepest appreciation to civil society organizations and their representatives for their constant efforts in contributing to gender equality and the empowerment of women and girls.
As stated in this year's priority theme, appropriate financing with gender perspective is essential to promote gender equality and the empowerment of women and girls, and it is important to create a mechanism to boost the women's economic empowerment through various measures including such initiative.
In the Government of Japan, Gender equality and women’s empowerment are important policies to realize a society where all people can feel their purpose in life and individuality and diversity are respected.
The structural factors which obstacle to realize gender equality are complexly intertwined; therefore, it is necessary to adopt multifaceted approaches, including the women’s economic empowerment. The Japanese Government formulates a policy package every June, summarizing the measures taken by each ministry and agency towards gender equality and women’s empowerment. "The Basic Policy on Gender Equality and Empowerment of Women 2023," compiled in last June, consists of three pillars: the first is “Promoting initiatives to realize a virtuous cycle of women's empowerment and economic growth”, the second is “Strengthening initiatives to increase women's income and achieve their economic empowerment”, and the last one is “Realization of a society in which women can live with dignity and pride”.
Based on this policy, we set a target for the ratio of female executives to be at least 30% by 2030 for companies listed on the Prime Market, which is the top market of the Tokyo Stock Exchange, and recommend them to formulate an action plan to achieve this target. We also aim to strengthen initiatives to promote the women’s economic empowerment, such as labor mobility into digital and other growing sectors, and support women in acquiring digital skills. Furthermore, we provide support for the promotion of women's entrepreneurship by using grants for the initiatives of local governments to foster women entrepreneurs.
Finally, I sincerely appreciate the concern and sympathy received from more than 170 countries and regions and over 40 international organizations regarding the Noto Peninsula Earthquake in Japan that occurred in this January.
In recent years, the risk of natural disasters has been increasing, not only because of earthquakes and tsunamis but also because of the increased frequency of typhoons and torrential rains caused by climate change. In order to achieve a Disaster-Resilient Society, it is important that women actively participate in the decision-making process for disaster prevention and on-site activities. And it is also important to implement disaster responses, fully caring for the differences between men and women, in the impact of disasters and their needs. For this reason, the Japanese government has compiled a set of guidelines that local government officials who play a major role in disaster response in affected areas, can refer to when planning and carrying out Disaster Risk Reduction measures from a gender perspective. Actually I visited the disaster-affected region and reaffirmed the need for women to participate in the on-site activities and to address the importance of gender perspective.
The participation of women in all fields is essential for the achievement of gender equality and the empowerment of women and girls. We will continue to cooperate with the international community to establish a society that can provide equal and equitable opportunities for all.
