メニュー日本国政府を代表し、議長をはじめ、本会合の開催に向けて献身的な努力をされた全ての関係者に心から感謝と敬意を表します。
ジェンダー平等は、日本国政府の重要かつ揺るぎない、確固たる方針です。新型コロナウイルス感染症の拡大によって顕在化した、ＤＶや性暴力の増加・深刻化の懸念や、女性の雇用、所得への影響は、ジェンダー平等の重要性を改めて示しています。
こうした現状を打破し、変革するために、しっかりと取組を進めていくことが重要だと感じます。
昨年は、「北京プラス25」でした。この記念すべき年に、我が国は、北京宣言を踏まえて制定された基本法に基づき、ジェンダー平等の実現に向けた新たな国内計画を策定しました。
この新しい計画は、ジェンダー平等の実現に向けた取組を一段と加速させていくとともに、支援を必要とする女性が誰一人取り残されることのないことを目指しています。
そのため、「新たな目標」として、
・ 2030年代には、誰もが性別を意識することなく活躍でき、指導的地位にある人々の性別に偏りがないような社会となることを目指すこと、
・ そのための通過点として、2020年代の可能な限り早期に指導的地位に占める女性の割合が30％程度となるよう目指して取組を進めること
を掲げました。
さらに、性別に起因する暴力の多様な被害者に対する必要な支援の充実を図るとともに、女性に対するあらゆる暴力の根絶に向けて強力に取り組んでまいります。
グテーレス事務総長が出された「女性と女児をコロナ対応の中心に」とのメッセージを強く支持いたします。
我が国では、総理を長とする本部で決定した「新型コロナ対策の基本的対処方針」に、女性の雇用への影響への配慮や、ＤＶや性暴力に対し適切な対応を行うことを明示しています。昨年11月には男女共同参画担当大臣から関係大臣に対し、女性への配慮・支援について要請しました。政府の予算にもその内容が反映されています。例えば、ＤＶや性暴力の被害者に対しては、新たに、ＳＮＳ相談や24時間対応の電話相談を行っています。また、ワンストップ支援センターの拡大、ＮＰＯが運営するシェルターの取組支援などを進めています。
国際協力においては、我が国は、脆弱な立場に置かれやすい人々に焦点を当て、その保護と能力強化を行う人間の安全保障の理念に基づくアプローチを重視しています。
新型コロナウイルス感染症の影響を受けた途上国の女性への支援として、UN Womenに対し、既に4.5百万ドルを拠出しており、ＤＶ防止やコロナ対策に活用されています。今年１月からは、紛争下の性的暴力担当国連事務総長特別代表事務所も対象に追加し、新たに13.7百万ドルを拠出することを決定しました。
また、紛争関連の性的暴力生存者のためのグローバル基金に200万ユーロを拠出し、理事国として基金の運営に参画しています。
ジェンダー平等は、分野横断的に、あらゆる分野において不可欠です。ジェンダー平等の実現に向けて取組を進めることは、幅広く多様な人々を包摂し、全ての人が能力を最大限に発揮し、生き生きと生きられる、インクルーシブな社会の実現につながるものです。
女性と女児のために尽力されている全ての方々に心からの敬意を表しますとともに、皆さんとともにジェンダー平等の実現に向けて全力で取り組んでいくことをお誓い申し上げます。

Minister in Charge of Womenʼs Empowerment
Minister of State for Gender Equality
delivered at the General discussion, The 65th Commission on the Status of Women (CSW65)

On behalf of the Government of Japan, I would like to express my heartfelt gratitude and respect to the Chair and all those who have devoted themselves to the CSW65.
Gender equality is the important and solid policy for the Government of Japan. COVID-19 has aggravated domestic violence and sexual assault and also badly affected the employment and income of women. This reaffirms us the importance of gender equality. We need to implement measures strongly and steadily to overcome the present difficulties and foster reform.
Last year, the commemorative year of “Beijing Plus 25”, Japan formulated a new plan for gender equality based on the Basic Act enacted in light of the Beijing Declaration.
This new plan aims to accelerate progress towards gender equality and support all women and girls so as to leave no woman and girl behind.
To this end, we have set the following new targets:
• Create a society within the 2030s in which everyone can demonstrate their abilities regardless of sex and gender, and both women and men alike are in leadership positions.
• Implement measures to increase the proportion of women in leadership positions to 30% of the total as early as possible during the 2020s as a milestone.
Moreover, we will work to enhance support for victims of gender-based violence and to eliminate all kinds of violence against women.
Japan strongly supports the message by the Secretary-General, António Guterres, “Put women and girls at the center of efforts to recover from COVID-19.”
In Japan, the Headquarters led by the Prime Minister decided on Basic Policies for COVID-19, which clearly states the need to give consideration to women’s employment and to prevent domestic violence and sexual assault. Last November, the Minister for Gender Equality requested other related ministers to give consideration and support to women, which is reflected in the government’s budget. For example, new counseling services for victims of domestic violence and sexual assault are offered through social media and around-the-clock phone service. Furthermore, we are expanding one-stop support centers and supporting shelters run by NPOs.
Japan provides international cooperation based on the human security approach, focusing on the protection and empowerment of those who are vulnerable.
In terms of prevention of gender-based violence and measures against COVID-19, Japan supports women in developing countries with the contribution of 4.5 million dollars through UN Women. This January, Japan decided to provide additional financial support for COVID-19 response, both to the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict and UN Women, with a total amount of 13.7 million dollars. Moreover, Japan has contributed 2 million euros to the Global Fund for Survivors of Conflict-Related Sexual Violence, participating in the management of the fund as one of the board member countries.
Gender equality is crucial across all fields. It contributes to create an inclusive society where diverse people with different background can thrive and achieve their full potential.
I would like to pay my sincere respects to all people devoted to the welfare of women and girls. I pledge to make a full-scale effort for gender equality with all of you here.
