政治、経済、などあらゆる分野において、指導的地位への女性の参画を拡大することは、社会の多様性と活力を高め我が国経済が力強く発展していく観点や、男女間の実質的な機会の平等を担保する観点から極めて重要です。
我が国は、「北京＋25」の年であった昨年末に策定したジェンダー平等に関する新たな国内計画において、この点を強調しています。
とりわけ、政治分野におけるジェンダー平等は、民意を反映させる観点から極めて重要です。女性と男性が共に政治的意思決定過程に積極的に参画し責任を担うとともに、多様な国民の意見が政治や社会の政策・方針決定に公平・公正かつ的確に反映され、均等に利益を享受することができなければなりません。
デジタル化は政治分野におけるジェンダー平等に貢献します。
2018年に「政治分野における男女共同参画推進法」が制定されました。この法律は、男女の候補者の数ができる限り均等となることを目指すと定めています。その趣旨に沿って、これまで、国政選挙における女性候補者の割合を高めることや、ハラスメント防止、人材の育成、女性議員が活動しやすい環境の整備について、政党に働きかけてきました。
地方議会についても、議員活動と家庭生活との両立に関する取組を要請しています。
行政分野においては、女性職員の採用・登用の拡大やワーク・ライフ・バランスの実現に向けた取組を進めています。
司法分野では、女性法曹の養成やキャリア形成の支援、登用拡大に向けた取組を進めています。最高裁判事も含む裁判官全体に占める女性の割合を高めるよう、関係方面に要請してまいります。
新たな計画に基づき、公共分野における意思決定への女性の参画拡大を強力に進めてまいります。

“It is extremely important to increase the proportion of women in leadership positions in all fields such as politics and economy, in order to enhance diversity and revitalize society for the steady development of the Japanese economy and to provide both women and men with truly equal opportunities.
The Government of Japan emphasizes this in the new Basic Plan for Gender Equality formulated at the end of last year, the year of “Beijing plus 25”.
Gender equality in the political domain is particularly essential in order to incorporate public opinion into political decisions. Both women and men need to proactively participate in, and take their respective responsibility for the political decision-making process. The opinions of a wider range of people should be fairly and appropriately incorporated into the political and social policies, so that all people can receive equal benefits. Digitalization contributes to gender equality in politics.
In 2018, the Act on Promotion of Gender Equality in the Political Field was enacted. This Act provides for the need to make the number of female and male candidates for political leadership positions as even as possible. We have been urging the political parties to increase the proportion of female candidates running in national elections, prevent harassment, foster human resource development and to help female members of the Diet to conduct activities with greater comfort.
Also, we have made requests to local councils to help female members make their political and private lives compatible.
For public administration, we have been fostering measures to employ and promote more women and help female employees improve their work-life balance.
In the judicial sector, we will make requests to relevant authorities to increase the proportion of female judges, including justices of the Supreme Court.
Based on the new Basic Plan, Japan will thus continue to strongly promote women’s full and effective participation and decision-making in public life
