1. 2020年10⽉1⽇、第75回国連総会「第4回世界女性会議25周年記念ハイレベル会合」がニューヨークの国連本部で開催されました。会合では、事務総長、UN Women事務局長等からのステートメントに続いて、各国の首脳や閣僚がビデオメッセージ形式でステートメントを述べ、我が国からは、橋本女性活躍担当大臣・内閣府特命担当大臣（男女共同参画）が、新型コロナウイルスへの対応などの我が国の取組や 、世界各国で尽力されている全ての方々への心からの敬意を述べました。

ステートメント（日本語）

1995年の世界女性会議において北京宣言が出されてから、25年が経ちました。ジェンダー平等と女性活躍に向けた気持ちが世界で一つになったあの場に、私も、日本の代表団の一員として参加をしておりました。

あれから25年、ジェンダー平等を担当する大臣として「北京プラス25」を迎えられたことを、大変光栄に思っております。我が国は、北京宣言を踏まえ制定した「基本法」において、ジェンダー平等を21世紀の我が国社会を決定する最重要課題と位置付けて、取組を進めております。

我が国が議長国を務めた昨年のG20大阪サミットでは、ジェンダー平等と女性活躍が誰一人取り残さない経済成長に不可欠であるということを明確に打ち出しました。

現在、ジェンダー平等のための新たな国内計画を検討しております。

新型コロナウイルスは、女性に対して大きな影響を与えております。ＤＶや性暴力の増加・深刻化が懸念されております。女性の雇用に特に影響が強く、経済的困難に陥るひとり親家庭の増加も危惧されております。子育てや介護などの負担増加も懸念されます。一方、これを契機に、オンライン活用が普及し、男女とも新しい働き方の可能性が広がってきております。在宅での仕事は、男性の家事・育児への参画を促すチャンスでもあります。

グテーレス事務総長が４月に出された「女性と女児をコロナ対応の中心に」とのメッセージを強く支持いたします。

新型コロナウイルスという新たな脅威に直面し、社会変革が求められている今こそ、ジェンダー平等を達成し、より公正で強靭な世界を作るためのチャンスです。

それぞれの国や国際社会において女性と女児のために尽力してこられた全ての方々に、心からの敬意を表しますとともに、皆さんとともに、ジェンダー平等の実現に向けて全力で取り組んでいくことをお誓い申し上げます。

25 years have passed since the Beijing Declaration was adopted at the 1995 World Conference on Women. As a member of the Japanese delegation I personally participated in the Beijing Conference where all the participants in the world were bound together with the aspiration for gender equality and the empowerment of all women and girls. 25 years later, I am very honored to celebrate the "Beijing Plus 25" as the Minister in charge of gender equality.

Japan enacted the Basic Act for gender equality in light of the Beijing Declaration. The Act has positioned gender equality as the most important issue that will define the Japanese Society in the 21st century. We have been pressing ahead with our efforts based on the Act.

Last year, Japan chaired the G20 Osaka Summit. The Leaders’ Declaration clearly stated that Gender equality and women's empowerment are essential for achieving sustainable and inclusive economic growth. We are in the process of formulating a new national plan for gender equality based on the Basic Act.

The Covid-19 has had a major and disproportionate impact on women. There is apprehension about the increase and escalation of spousal, domestic and sexual violence. It has a particularly strong impact on the employment of women. The increase in single-parent families with economic difficulties is worrisome. There are also concerns that women bear a greater burden of unpaid care work. On the other hand, the opportunity has brought about the penetration of online work and the possibilities of new working styles are expanding for both women and men. Flexible working arrangements such as working from home are also an opportunity to encourage men to participate in unpaid care work.

I strongly support the message issued by Secretary-General António Guterres in April "Put women and girls at the centre of efforts to recover from COVID-19". It is at times such as the present when we are faced with the new threat of the pandemic and required to make social changes that we have an opportunity to achieve gender equality and create a more equitable and resilient world.

I would like to express my deepest respect to all those who have worked for women and girls in their countries and the international community. I pledge to do my utmost to achieving gender equality and empowerment of all women and girls together with you. Thank you.
