The Present Status of Gender Equality and Measures: Report on the Plan for Gender Equality (The Second Report)

With the cooperation of the ministries and agencies making up the Headquarters for the Promotion of Gender Equality, the Prime Minister's Office compiled "The Present Status of Gender Equality and Measures" (the so-called White Paper on Gender Equality), its second report on the Plan for Gender Equality, which was agreed upon by the Headquarters for the Promotion of Gender Equality (led by the Prime Minister) in December 1996. This was reported to the Meeting of Coordinators for Gender Equality on 16 July 1998 and then to the Meeting of the Headquarters for the Promotion of Gender Equality on 17 July 1998; materials were distributed to Ministers the same day and the report was publicly released. Ten reports on the National Plan of Action have been issued since 1978, making the current report the 11th in the series.
In the first section of the current report, statistics and surveys on the current state of gender equality in Japan are gathered and analyzed, including information on the situation in each prefecture. Next, in the second section, measures are compiled roughly in the order of objectives put forward in the plan, focusing on the situation between December 1996 and March 1997.
