Meetings of the Headquarters for the Promotion of Gender Equality and of Coordinators for Gender Equality

The Eighth Meeting of the Headquarters for the Promotion of Gender Equality, which comprises the entire cabinet with the Prime Minister serving as president, was held on 17 July 1998. The first item on the agenda was "The Present Status of Gender Equality and Measures," and the second report was given on the Plan for Gender Equality 2000, the National Plan of Action toward the Year 2000 for the Promotion of a Gender-Equal Society by the Year 2000. The second agenda item was "The Promotion of the appointment of women as members of national advisory councils and committees," where it was reported, inter alia, that the ratio of women on national advisory councils and committees as of 31 March 1998 was 17.6%. Members affirmed that greater efforts would be made by the various ministries and agencies toward reaching the initial aim of 20% representation by the earliest possible time before the end of FY2000.
The Ninth Meeting of the Headquarters for the Promotion of Gender Equality was held on 6 November 1998. The first item on the agenda was "The Promotion of the appointment of women as members of national advisory councils and committees," and it was reported that the ratio of women on national advisory councils and committees as of 30 September 1998 was 18.3%. The second agenda item addressed a report by the Council for Gender Equality, "The Proposal for a Fundamental Law Designed to Promote a Gender-Equal Society: Developing the Basic Conditions for Creation of a Gender-Equal Society." Prime Minister Obuchi sought the cooperation of all members toward the presentation of a bill on this fundamental law at the next regular Diet session. Both meetings were preceded by a Meeting of Coordinators for Gender Equality, where an explanation of each agenda item was followed by a call for further cooperation from the various ministries and agencies, and a report was given to Ministers later that day after the conclusion of the meeting.
